ESL HOOPS RULES

***Rule Change Effective 8/27/2015 : "All Divisions" Free Throws- All players are allowed to enter the lane upon the shooters release.

Elite Hoops
Kindergarten
Coed
Developmental League

This division will strictly be a training League. They will play 3 on 3 to gain more playing time with less distraction on the court. This will be the only coed division. No post
season tournament for this division.
Ball Size:          27.5” (Junior Ball)
Goal Height:    8' or lower

  • The home team will sit to the right of the score table (facing table from court).
  • A jump ball will NOT occur to start the game.  The visiting team will get the ball first out of bounds to begin the game play.
  • The game consists of four(4) 8 minute quarters with a continuous running clock stopping only for a referee’s whistle for injuries.
  • Halftime is two(2) minutes in duration.
  • One coach from each team will be allowed on the side court while the clock is running. Coaches must stay within two feet of the sideline only and may not touch the ball, the players or otherwise assist in any way except verbal instructions. Coaches may not interfere with the Referee’s or the flow of the game in any way.
  • Only half-court man-to-man defenses are allowed. There will be no switching of defenders. After an offensive player, with the ball, has entered the free throw lane area, the defense is free for any player to guard him/her. (Defensive players cannot “camp out” in the middle of the lane.)
  • There will be no double teaming or trapping. Back court guarding will not be allowed. When the referee’s feel that there is a double team, trapping violation or back court violation, they will blow the whistle; warn the players & the same team will retain the ball.
  • The defense must allow the offense space to bring the ball into the front court.
  • A player will foul out on their 6 foul.
  • Officials are asked to be lenient if a player travels or if double dribbling occurs. If a player “gains an advantage on the play”, the Official will call a walk which will result in a turnover.
  • Screens and picks are legal. Referees have the judgment call if a screen is an illegal or moving screen. If this occurs, the players will be warned & the same team will retain the ball.  Hands must be across mid-section for boys & across chest for girls.
  • Players that begin the quarter are expected to play the entire quarter unless injury or lack of desire persist.  All players must play one complete quarter & sit one complete (2) quarter per game.

Elite Hoops
1/2 Grade
Boys & Girls
Developmental League

They will play 4 on 4 to gain more playing time with less distraction on the court.  This structure allows more players to develop with less players on each team and more space on the court.  This division is separated by gender.
Ball Size:                          27.5” (Junior Ball)
Goal Height:                    8'
Free throw distance:    12' rather than 15’ (players will not be penalized if they cross the line)

  • The home team will sit to the right of the score table (facing table from court).
  • A jump ball will occur to start the game.
  • The game will consist of four(4) 8 minute quarters with a continuous running clock, stopping only for a referee’s whistle for injuries, free throws, time-outs and in the last minute of each half.
  • Halftime is two(2) minutes in duration.
  • Each team will have 2 timeouts per half. Unused timeouts do not carry over to the second half or overtime. No additional timeouts are given in the overtime period.
  • Coaches must remain in the coach's box. The length of the team's bench is considered the coaches box. Only one coach may stand while the clock is running.
  •  Only half-court man-to-man defense is allowed. There will be no switching of defenders. As an offensive player, with the ball, is approaching the lane, a help side defender may “help” as long as both feet remain in the lane. This is strictly a judgment call for the referee. (Defensive players cannot “camp out” in the middle of the lane.)
  • There will be no double teaming or trapping. Back court guarding will NOT be allowed. When an Official feels there is a double team, trapping violation or back court violation, they will blow the whistle and a violation will be given. If a team receives three violations in one half, the opposing team will be allowed to shoot a one shot technical free throw and will also get to take possession of the ball. At each subsequent violation per half, the opposing team will be allowed to shoot a one shot technical free throw and receive the ball.
  • The defense must allow the offense space to bring the ball into the front court.
  • The offensive team will have 10 seconds to get the ball across mid-court. After 10 seconds it will result in a turnover to the opposing team.
  • A player will foul out on their 5 foul.
  • If a player travels or if double dribbling occurs, it will be called by the Officials and the ball will be turned over to the opposing team.
  • Officials will enforce a lane violation after a player has been in the lane for 5 seconds.
  • Screens and picks are legal. Referees have the judgment call if a screen is an illegal or moving screen. If this occurs, the ball will be turned over to the opposing team. Hands must be across mid-section for boys & across chest for girls.
  • Each player will be required to play two (2) complete quarters in each game. In addition, each player will be required to sit out one (1) complete quarter in each game. If a team has only 6 players, there is no mandatory playing requirement for either team. (There is NO substitution until the fourth quarter unless a team only has 6 players.)
  • Isolation plays or clearing out to allow one player to go one-on-one will not be permitted. This is a violation, resulting in a turnover.
